We review some of the highlights of the session on real and virtual photon interactions with nucleons and nuclei at PANIC99. The topics covered include new measurements of the spin and flavour dependence of the parton distributions, virtual Compton scattering (in both the deep inelastic regime and at low energy), the neutron electromagnetic form factor and the DHG sum rule.-
