This article discusses the regulation of animal use in research and teaching pursuits in Australia, under both statute and delegated legislation. The main focus of the article is to determine whether the legislative model can adequately protect animal welfare, and to identify any system deficiencies that may lead to an adverse finding in this regard. It does so using a comparative law model with contrasts drawn between research animal regulation in Europe, the UK and US jurisdictions. Where deficiencies are identified suggestions for reform are proposed.en
